There are also many other facts given other than Portsmouth and SF.” Is the main info the article is given through a very stately manner. This article also likes using numbers which I like about it giving facts instead of something they think. The article keeps circling back to utilities and is clearly meant for DIY workers instead of giving other info. It also heads sections unlike many other articles on other subtopics. This is actually quite useful if you need certain information like using the article much more as a source than most other articles. Even with all this I still think it is an article, not a list of instructions or facts.
