City Enters Phase 4 of Pretending Coronavirus is Over
Back in March and April, governors juggled simultaneous stay-at-home orders and subsequent re-opening plans to minimize the dual threats of COVID-19 and economic recession. Reopening plans came with phases; Each phase had specific numbers that had to be met, such as percent decline in new cases, an r0 below 1, and especially increased testing capabilities. A horrific and cruel pattern of inaction emerged, and by the time May rolled around, many states were unable to meet even the earliest guidelines to begin reopening. After squandering precious time to fight the virus, many governments-- included in states like Florida and Arizona-- reopened the economy, declaring the pandemic over and the economy booming. As of today, June 22nd, Florida has over 100,000 COVID cases and Arizona just over 50,000. Both states have reported single day increases of over 3,000 and rank among some of the worst coronavirus hot spots in the world. This screenshot of an Onion article uses satire and dark humor to capture this tragedy. If governors like Ron DeSantis and Doug Ducey had taken the threat of COVID seriously and followed the guidelines for reopening, they could have saved tens of thousands of lives. If President Donald Trump had used his power to manufacture more tests or PPE, he could have saved hundreds of thousands of lives. Instead, our leaders failed us, manipulating the numbers or ignoring the numbers altogether, simply proclaiming the pandemic over because they wished it to be so. This satirical article would almost be funny, but it's not. It's not funny. It's infuriating, heartbreaking, macabre; It's so many things but none of them make me feel like laughing. -

Orange County doesn't like Masks
Throughout the country, people have been looking for ways big and small to help fight the coronavirus. One of the simplest ways of helping has been wearing a mask. In Orange County, the populace has reacted aggressively against any mandate to wear a mask. Although various gyms, restaurants, and bars are reopening and suggesting that people wear masks and social distance, most of the time people are willfully ignoring the orders. This item was added TAGS v6.1.9.1. I originally searched under the hashtag #orangecounty. Within that search, I have chosen to add the following tweet because it shows the response of many individuals in Orange County when forced to wear a mask. Doing so makes one a bit of a pariah. -

A Tale of Two Curves
With the United States and many countries in Europe experiencing a similar timeline in coronavirus developments, I had hope that we collectively could buckle down as a country and flatten the curve. It was encouraging to hear stories coming out of Europe of a declining death toll, and various state and local governments in the US seemed to be having some luck in managing to contain the rise in cases. But as summer began and the country reopened, it really does appear to be that we want to pretend the coronavirus has just gone away; the numbers paint a disheartening picture. -

First up on the chopping block was salons, which after three months of quarantine has led to some interesting hairstyle decisions being made. Once again I felt the importance of this tweet is related to my own state and even my own school. Here we have a leading expert on Covid highlighting the steps needed to flatten the curve (masks, no large indoor gatherings, no reopening early), yet all these steps have been disregarded by my state. For example, Mill Ave, popular clubbing area in Tempe, had clubs fully open, packed with people, and no masks required just last weekend. And of course the state has already fully opened up. The epidemiologist also shares his doubts about schools reopening in the fall and still being safe, but ASU has already committed to being back on campus in the fall, which highlights the seemingly random decision making taking place all across the nation as institutions, states, and business have to decide between public health and economics. -

This tweet stood out to me because of the contrast that it had with my state current Covid status. While New York was hit hard early, strict health guidelines have been not only enforced but followed well by the citizens of the state, which has notably flattened their curve. Meanwhile, Arizona was not hit as hard early but has now become a global hotspot for the virus due to lax enforcement of health guidelines, the state opening back up early, and therefore less public following of health and safety guidelines. The two states serve as near opposites of each other in regards to the curve of the virus. -

Texas students will return to school campuses this fall, Gov. Greg Abbott tells lawmakers
Texas, as a state, has had some of the largest one day new covid case counts over the past week. While some are calling this the "second wave" of covid cases the truth is it is still the first. While Texas was not hard hit in the beginning of the pandemic, in March, April, and May, it is clear that the governor, Greg Abbott's, decision to begin re-opening the state on May 1st has resulted in our rising case count now. To add insult to injury the governor announced today that all public schools will hold in person classes beginning this fall and mask wearing will not be required. I am lucky that I homeschool my high school age son already. I can't imagine the struggle parents will be facing this fall. I know many will wish they had the option not to send their children back to school because they fear their child getting the virus, but not everyone has the opportunity to homeschool. -

Airlines Stop the Service of Alcohol on Flights
The travel industry took one of the biggest economic hits during the pandemic, with the airline industry being particularly hit hard. As a gradual reopening has spread haphazardly across the country, many airlines are taking similar precautions: mandating masks, running planes below capacity, and other health precautions. The newest announcement to come out is that the sale of alcohol on some major airlines is either being banned completely, or restricted only for certain groups. Reopening has proved to be a double edged sword, as the economy slowly begins to recover while infection rates seem to rise congruently. President Trump had planned a rally in Tulsa, OK that has drawn backlash because of the current racial/policing issues present in the country, in addition to the health concerns that are present with a packed arena. The tweet summarizes the Politico article, which mentions the following: injunction to stop the rally until safety guidelines are put in place, rejection of the injunction, and the reassurance that all proper safety precautions will be taken into account for the proposed rally. -

Preparing for the Public Again: Supplies Needed for Reopening Oklahoma Business in Phase 3 During COVID-19
Starting June 1st, Oklahoma Governor Stitt's Phase 3 of Oklahoma's reopening began. The Richey Insurance Agency of Blanchard, Oklahoma has still not opened partly due to the company's employees being in the vulnerable categories. One of the other reasons is the difficulty in obtaining much needed cleaning supplies and the creation of new office protocols to maintain CDC suggested safety measures. Being a small independent business in a rural area, we are not given strict corporate or state regulations to enact. Instead, we are reliant on state and CDC information as well as our own ingenuity of how to best observe these suggestions. Some of the items that we've recently obtained include: plexiglass barriers for two desks, new easily cleanable office chairs, automated hand sanitizer stations, 70% isopropyl alcohol for spray bottles, bulk bottle of hand sanitizer, brightly colored tape for marking distancing locations on the floor, emergency masks, emergency gloves, and document exchange trays. All of these items are newly purchased and weren't necessary before COVID-19. The barriers will help maintain sanitary work spaces and create social distancing gaps. The chairs are especially important because they are replacing the previous cloth chairs. These new chairs' entire surface is either vinyl or metal, making it easier to clean after every customer. The social distancing rules will be a maximum of four customers in the office. This is approximately one third of its usual heavy customer points normally. All of these changes are based on a downward progression of COVID-19 cases to prevent our employees from unnecessary risk. Right now, three of the employees work from home and will continue until the office is officially open. Currently the new COVID-19 cases are on an upward trend in Oklahoma, with 225 new cases on Saturday June 12th, the single largest day since the beginning of the outbreak. With numbers like these, Phase 3 seems to be more of risk than we had planned. Much of the ramp up to open will be stalled until Oklahoma numbers show a significant decline. Reopen as a Massage Business in Florida
Florida is a state that declares its reopen plan early. On April 29, 2020, the Governor Ron DeSantis issued Executive Order 20-112 announcing that stage 1 of reopen is effective on May 4, 2020. It allows some businesses and elective procedures to resume. In the FAQ latter published by the Governor’s office, it states that "Medical services, including elective procedures, surgical centers, office surgery centers, dental offices, orthodontic offices, endodontic office and other health care practitioners' offices may fully re-open ... However, they must maintain adequate bed capacity and PPE." In the EO 20-112, it also orders personal services such as barbershop remain close. The limitation to “Barber; Restricted Barber; Cosmetologist; Nail Specialist; Facial Specialist; Full Specialist; Hair Braider; Hair Wrapper; and Body Wrapper.” was later lifted by EO 20-120 on May 11. My mother owns a massage establishment in Charlotte County, Florida. And massage businesses are regulated by the Florida Department of Health. Therefore, massage therapists are health care practitioners licensed by the Department of Health, and massage businesses should apply to EO 20-112 to resume business activities. However, no massage establishments reopen after May 4. Because the wording of EO 20-112 is kind of ambiguous, it did not mention massage establishment at all. And many business owners and government workers believed that massage businesses are categorized as personal services and should remain close. EO 20-120 only lifted limitations for some specific personal services businesses mentioned above. Massage business does not apply here. During the week of May 11, my family started to concern about those Executive Orders. And started research about these orders, and I came up with the conclusion that massage businesses are health care practitioners who apply to EO 20-112 to resume business activities. On the other hand, my mother is still afraid of the fine and possible detainment violating executive order. She has researched the local area, and no other massage businesses in the area had reopened. Therefore, I started to contact the local government and state government agencies to figure out the exact interpretation for EO 20-112. I emailed the Governor’s office. No response. I called the Florida Department of Health Board of Massage Therapy. They told me they do not interpret the Governor’s Executive Order. OK. My mother’s business friend emailed Charlotte County to see if EO 20-120, the order lift limitation of barbershops and body wrappers also applies to massage establishments. The county replies: >>>>The governor's order covered: Barber; Restricted Barber; Cosmetologist; Nail Specialist; Facial Specialist; Full Specialist; Hair Braider; Hair Wrapper; and Body Wrapper. >>>>Massage salons and such personal care services businesses are not covered by the order. Charlotte County has not added or removed any restrictions beyond what the governor's order covers. This reply is also ambiguous, it only explains EO 20-120 does not include massage establishment. It does not mention if it applies to EO 20-112, where allows health care practitioners to resume business. Therefore, I emailed the same county government worker asking about if massage businesses apply to EO 20-112. No response. Lastly, on May 27, 2020, Florida Department of Health sent us an email clarifies that “Massage Therapists, Establishments are Health Care Practitioners” that are authorized by EO 20-112 to return to practice. (see attachment for the original email) Then I contact Charlotte County to see if they implemented local limitation to massage business and they said, no, they follow the state policy. The business was authorized to reopen since May 4. But every government agency is ambiguous about it. Contacting them did not help at all. We only got clear information to reopen on May 27, almost a month late. It is really a time of struggling to survive for many small business owners like my mother. And this additional month of closing made us really frustrated when we thought of how much profit we could have made if the government agencies can address their policies more clearly. -

Phase 2 Reopening - Restaurants on Santa Barbara State Street
As reopening moves to phase 2, many restaurants have decided to allow to sit in dining. However, since enclosed spaces have a higher risk of virus transmission than outdoor spaces, Santa Barbara city has taken a special approach. Santa Barbara's bustling State Street has been shut down so that restaurants can place their seating, either a part or all of it outside, right on the street. This is a unique scene of people eating at restaurants, but seated on the roads previously meant for cars. -

As reopening moved into phase 2, some restaurants decided to allow for dining indoors. This is Noodle City, a Vietnamese restaurant in Goleta. The seating used to be highly packed inside to maximize the number of occupants, but now features more indoor space to separate the guests. Previously it could be found to be packed at almost all times, but even though it is now legal to dine inside, people are still choosing to order take out. People are still cautious of the fact that the virus transmits easier indoors than outdoors. -

Restaurants prepare to open decks, patios but warn "it's not going to make us money"
As more areas of PA open up after being locked down for the last ten weeks, restaurants are having to weigh the advantage of reopening. Restaurants in Central PA are not known for their outdoor patios and decks. Between the humid hot summers and the plentiful bugs, not many people eat outside here. With regulations restricting many restaurants to outdoor sitting only restaurants are having to consider new ways of serving the public. When it comes to food and beverages in PA the coronavirus has had a huge influence on pushing business owners to rethink their traditional business models. Franklin restaurant announces it won't be reopening
Franklin is the first high-profile Hobart restaurant to announce that it is permanently closing in the midst of the Covid19 pandemic. ABC News online describes Franklin as "one of the restaurants that helped build Tasmania's reputation as a foodie hotspot". While many locals dined in once or twice (usually on a special occasion), the venue relied almost completely on interstate and international visitors - a meal at Franklin, with a constantly changing menu of ever-surprising, (sometimes slightly ludicrous) locally sourced ingredients and a fabulous natural wine list was a must on the high-end MONA visitor circuit. I had the best glass of pinot noir I've ever tasted at Franklin. The general consensus is that the demise of one of Tasmania's most ambitious and well-known restaurants - perhaps the first major casualty of Hobart's food scene - is a portent of things to come. Covid19 will likely spell slow inexorable disaster for much of the hospitality industry here. With Tasmania's borders closed for now, it is an unfortunate reality that our most visionary and daring restaurateurs will likely be the hardest hit. -

Boston College, like many other universities across the world, was forced to close prematurely due to safety concerns over the potential spread of coronavirus. In various student groups across social media, the question has been whether or not classes would commence in person come the Fall, or if there would be an effort to continue on with distance learning digitally.
