Unlike mainstream media sources, where their point is clear from their headline, satirical media uses comedy to mask their true thoughts with a witty joke. While both forms of media are similar, this comedic angle provides a unique resonance and emotional impact.
Obviously, the article is making fun of how riot face-shields used by the police also act as PPE, but there is a more serious subtext. The photo juxtaposes the faces of riot officers (who are wearing industrial-made face-shields) and the face of a protester (who is wearing a homemade cloth mask), using PPE and the pandemic more broadly as an allegory for power imbalances between police and protesters.
